The bugle that starts the Hilton Head Island Navy League’s annual Memorial Day observance was scheduled to sound at 10:30 a.m. By 10 a.m., the Shelter Cove waterfront memorial was packed in a sea of red, white and blue, with people scurrying to find open seats, squatting on nearby bridges and unfolding towels on concrete.

Summer rules for leashing dogs on Hilton Head Island’s beaches are kicking in, but leash rules for the rest of the year remain unsettled more than a year after the town asked the state attorney general to help resolve a dispute.
